قدمت أستاذ القانون الدولي العام الزائر – جامعة الحسن الأول  أ.د منى كامل تركي، دراسة علمية إلى المؤتمر الدولي الحادي عشر لمركز لندن للبحوث والاستشارات الذي أقيم بالتعاون مع جامعة ذي قار شهر أكتوبر من العام الجاري 2021 بعنوان ”  دور المؤسسة التعليمية في بناء الفكر السياسي . وقد فازت علي إثرها الكاتبة، بأحد المراكز الأولى في المؤتمر كأفضل البحوث  المعروضة.

 و ألقت الباحثة  الضوء خلال بحثها علي دور الأنظمة التربوية بالمؤسسات التعليمية في بناء حضارة الدولة العلمية والمعرفية والتاريخية وفكرها السياسي.

وأوضحت أن مهمة المؤسسات التعليمية لا تقتصر على تعليم القراءة والكتابـة وإعطاء مفاتيح العلوم للطلاب دون العمل على تعليمهم ما يحتاجون إليـه في حيـاتهم العلميـة والعملية وترجمته إلى واقع يلمسه أفراد المجتمع.

وناقشت أيضاً  أثر سياسة المؤسسات التعليمية في بناء الفكر السياسي لأفراد المجتمع وأجيال المستقبل من الشباب، فالسياسة التعليمية رؤية مجتمعية تشكل إطار مرجعي من خلال المؤسسات المجتمعية التي عن طريقها يسعى النظام التعليمي لتحقيق أهداف ومطالب التنمية العامة فيه. ذلك لأن التخطيط التربوي لتنمية فكر المتعلمين هو نقطة البدء في كل تخطيط للتنمية الشاملة فالمتعلم هو العنصر الأول في بناء حضارة الدولة وفكرها السياسي.

وتوصلت الدراسة أن المؤسسات التعليمية بمراحلها المختلفة تعد أهم مؤسسات التنشئة الاجتماعية المعنية للوقاية من الانحراف السياسي وتأثر الأنظمة التربوية التي تتبعها المؤسسات التعليمية من مدارس وجامعات ومؤسسات دينية ومؤسسات إعلامية على الفكر السياسي لأجيال المستقبل وتحقيق البناء السياسي والفكري وحمايته وذلك من خلال السياسة التعليمية التي تضعها الدولة لإدارتها ومعلميها والأسس التربوية التي تتضمنها المناهج والبرامج الصفية وغير الصفية.

اعتمدت الباحثة على المنهج الوصفي ومنهج تحليل المضمون وذلك في تناول قيم السياسية التعليمية والمؤسسات التعليمية والمناهج الدراسية وسماتها ومكوناتها بجميع المراحل التعليمية تحليل مضمون المناهج الدراسية التي تلقى على المتعلم بالمؤسسات التعليمية وأختتمت الدراسة بالنتائج والتوصيات التي تم التوصل إليها.

Abstract
The study attempted to clarify the role of educational systems in educational institutions; in building the state’s scientific, cognitive, and historical civilization, and its political thought. Because the mission of educational institutions; It is not limited to teaching reading and writing, and giving students the keys to science without working on teaching them what they need in their scientific and practical lives, and translating it into a reality that members of the community can touch. The study explained the impact of educational institutions’ policy; In building the political thought of community members, and future generations of youth. educational policy; A societal vision, which constitutes a frame of reference through societal institutions, through which the educational system seeks to achieve the goals and demands of general development in it, because educational planning for the development of the educate d’s thought is the starting point for all planning for comprehensive development. .
The study found that educational institutions in their different stages; They are the most important institutions of social upbringing concerned with the prevention of political deviation, in the impact of educational systems followed by educational institutions, such as schools, universities, religious institutions, and media institutions, on the political thought of future generations, and achieving and protecting political and intellectual construction. This is done through the educational policy set by the state; To manage it, its teachers, and the educational foundations included in the curricula, and the classroom and non-classroom programs.
The researcher relied on the descriptive approach, and the content analysis method, in clarifying the values of educational policy, educational institutions, school curricula, and their features and components at all educational levels. Curricular content analysis; delivered to the learner, in educational institutions. The study concluded with the findings and recommendations.
