تخبطت البشرية ولازالت في اختراع نظام يؤمن الحياة الكريمة للبشر، فاخترعت عددا من الأنظمة التي لازالت قائمة إلى اليوم والتي من أهمها:
– نظام التأمين الاجتماعي، (وهو نظام يخص العمال)، يقوم على التأمين بمقابل يدفعه العامل.
– نظام التكافل الاجتماعي، (وهو نظام عام لأفراد الشعب).
وقد قننت لذينك النظامين القوانين، الدولية والتي كان أولها عام 1948م، ولحقتها القوانين المحلية في كل بلد، وقد سبقت ألمانيا في نظام التأمين الاجتماعي، ولحقتها البلدان الأوروبية كنيوزلندا وانجلترا، وأمريكا وغيرها، في التأمينات المختلفة. 

والنتيجة: هو الفشل الذريع والعجز المخجل، وها نحن نشاهد المشردين والجوعى والمعوزين في كل الدول المتقدمة فضلا عن غيرها. 

ومن أهم أسباب عجز تلك الأنظمة ما يلي:
1) عجز التمويل، وصعوبة سد العجوزات في منظمات التأمين الاجتماعية.
2) عدم شمولية التوزيع. 
3) عدم عدالة التوزيع. 

بينما نجد الزكاة سبقت كل تلك الأنظمة بتحقيق نظام تكافلي معجز وشامل، ومن أهم مميزات نظام الزكاة التكافلي ما يلي:
1) نظام دائم التمويل، (الزكاة كل عام).
2) يشمل كل المحتاجين دون تمييز.
3) شامل لكل المخاطر والاحتياجات، حتى قضاء ديون المحتاجين وإيواء النازحين.
4) يقوم على أساس الكفاية والإغناء، لا على أساس الأقساط المدفوعة.
5) قائم على أساس الإنسانية، لا على ما يقتطع من رواتب المحتاجين أو الموظفين.
6) الاستحقاق يثبت للفرد بحسب حاجته.

والخلاصة:
لا يوجد نظام تأمين أو تكافل في العالم كله يحقق ما تحققه الزكاة للفرد والمجتمع.
فالزكاة تحقق ما يلي:
1- المعاشات المجزية للعجزة والمعسرين.
2- لوازم الإنتاج للمنتجين.
3- التعليم والتدريب.
4- الإسكان.
5- التزويج.
6- الرعاية الاجتماعية.
7- الرعاية الطبية.
8- تحرير الأسرى.
9- قضاء ديون المعسرين.
10- إغاثة المنكوبين.
11- تأليف القلوب لدخول الإسلام.
12- أعمال الخير كافة.

هذا نظامكم يامسلمين.. فمن المخجل أن نرى في دساتيركم قوانين أنظمة التكافل والتأمين، ولا نرى تقنين الزكاة التي هي شريعة رب العالمين.

– The system of social solidarity, (which is a general system for members of the people).
For these two systems, international laws were codified, the first of which was in 1948, and local laws in every country followed them. Germany preceded the social insurance system, and European countries such as New Zealand, England, America and others followed suit in various insurances.

The result: it is utter failure and shameful helplessness, and here we are witnessing the homeless, the hungry and the destitute in all developed countries as well as others.

1) The funding shortfall, and the difficulty of filling the deficits in social insurance organizations.
2) lack of comprehensiveness of the distribution.
3) Inequitable distribution.

While we find Zakat preceded all these systems by achieving a miraculous and comprehensive symbiotic system, and among the most important features of the Takaful Zakat system are the following:
1) A permanent funding system, (Zakat every year).
2) It includes all those in need without discrimination.
3) Comprehensive for all risks and needs, even paying the debts of the needy and accommodating the displaced.
4) It is based on sufficiency and enrichment, not on the basis of paid installments.
5) It is based on humanity, not on the salaries of the needy or employees deducted.
6) Entitlement is proven to the individual according to his need.

Conclusion:
There is no insurance or takaful system in the whole world that achieves what Zakat brings to the individual and society.
Zakat achieves the following:
1- Remunerative pensions for the elderly and insolvent.
2- Production supplies for producers.
3- Education and training.
4- Housing.
5- Marriage.
6- Social care.
7- Medical care.
8- Freeing prisoners.
9- Eliminate insolvent debtors.
10- Relief of the afflicted.
11- Creating hearts to enter Islam.
12- All good deeds.

This is your system, Muslims .. It is shameful to see in your constitutions the laws of the systems of solidarity and insurance, and we do not see the legalization of zakat, which is the law of the Lord of the Worlds.
